Can lactose sensitive baby have formula?

DS has not been diagnosed as being lactose sensitive or intolerant it is just one of the theories about what is causing his reflux. He grunts/stains at night and is sometimes very gassy so the doctor had me cut out soy and dairy. I was going to start supplementing my BM with formula because Im starting to not be able to keep up. Similac sensitive says it is for babies with lactose intolerance but it is also milk-based. What would you ladies do? Just try the Similac Sensitive or should I look for a soy and milk free version?
