Red Marks on Baby's Skin?

My LO has red dots on her face and on her neck. She has some baby acne but these don't appear to be that since they dont appear to be raised at all. 

 I was thinking it's a possible allergic reaction but she's not fussing, she's eating well, normal wet diapers etc. I would think an allergic reaction would bother her, no? Plus, my husband and I are very careful to not use baby wash, lotion, or laundry detergent with dyes or perfumes. 

Does anyone else's little one have something like this? Should I be concerned? I feel like this is a dumb FTM question and don't want to bother my pedi with it.
