4 weeks old and eyes jump around, cant seem to focus

The Pediatrician today said we may want to see the eye Dr to check his eyes, but he doesnt focus on much of anything other than lights, shadows, etc.  He looks at me for a second and then his eyes jump somewhere else, and keep jumping like he cant focus.  Should I be concerned already, at 4 weeks of age?  Anyone have any similar stories?  Im nervous, waiting to get our insurance referral to the eye Dr and hopefully get all good results.  He also stares at the ceiling fan, when its off too.  But not me really.  He does react to light and sound though. Thanks!!!  And his eyes are not crossed and they do move together, not just one at a time.
