scratches on face and eyes

My LO is almost 9 weeks old.  Until 2 weeks ago, we stopped covering his hand and he has scratched his eyes and face a couple of time already.  We cut his nails once a week and they are not long.  Should I still cover his hands?  I thought it might be time for him to get used to using his hands.
