$1500 for putting me in a wheelchair and a bracelet at the ER

Just got my labor/delivery bill yesterday and it was $22,000.  What surprised me most was the charged for going into the ER. 

With my first pregnancy I was sent straight to labor and delivery.  This time (both times my water broke) I was sent to the ER first...I did question it and was told that the procedures at the hospital had changed.  Okay...so I go into the ER was asked why I was there, they placed a bracelet on me, then placed me on a wheelchair and took me to labor/delivery and was charged $1500...unbelievable!  I'm just fortunate that my insurance covers everything.
