anyone else ever been 4cm dilated w/o contractions yet?

Dr. checked me today and im 4cm (ive been going 1cm every week since i got taken off bedrest at 36 weeks) I'm going in on tuesday and shes going to stretch me to 5cm (if im not there already) so she can send me in and break my water!! So it's only a few days away, im just curious as to why nothing is happening on its own yet!! She said i have a really strong cervix and to be as active as i can this weekend. Has anyone else ever been in this situation? When did things pick up for you? What was your outcome?
