Rash on baby's cheeks

My LO has a rash on her cheeks and ears that is slightly crusty and has little red bumps that are tiny. She is 7 weeks old and I'm not sure if this is baby acne, eczema, or something else. She is also gassy and my lc said to try to eliminate dairy. If its eczema, could the dairy cause it? How do I know if it's eczema or acne?
