Help! Going back to work, need makeup tips!

Ok, so I used to be good at my makeup. I have lost this skill since becoming a mother of two. I literally do NOT have the time or patience to put makeup on.

But I am going back to work, and I work in special events and fundraising, and I need to look my best, if that even exists anymore:)

I am getting some sleep, but I still have dark yellowish bags under my eyes. My skin is in good condition, I am huge about SPF and moisturizer, but my eyes tend to look super small when I am tired, and I like to play up my eyes.

I need a 5 minute eye routine. Anyone got one? I have blue eyes, brown hair, and medium light skin. I also need some tips on your fav products. I've been using Cover Girl forever and want to branch out (but not spend a ton). TIA!
