Hearing Question....2 Month old!!

my baby will be 2 months next week, and she does not respond to my voice she also sleeps through very loud noises, but will sometimes startle. i've tried clapping behind her or yelling when shes awake and i get nothing, my ped said that if she passed her newborn hearing test that i shouldnt be concerned. but following noises is supposed to be a milestone fo her age! is this normal or what can i do?
