Moms of 2+. Older sibling issue

Disclaimer on iphone so tjere is no spacing I am not quite 2 under 2. My ds was 2y2m when dd was born. But I need some advice. My ds loves his sister soo much. Well too much. He needs to be right there with her. He is kissing her so much which is cute but I can't get it under control. I Thought the newness would wear off but it hasn't. Dd has been home with me and ds has been continuing daycare. Dd will be starting there this week as well. I hate to put him in timeout but it is out of control now. He doesn't hurt her at least intentionally. Sometimes he is a little too aggressive with his approach but he doesn't mean it. She will usually cry when he is bothering her but he just doesn't get it. He is so smart but will Not listen and leave her alone. HELP.
