My 4 week old has a rash on her face

Our pedi's office isn't open until tomorrow and I don't think this is ER worthy...but I wanted to know if anyone has seen a rash like this on their newborn.

It goes in and out of mild redness-severe redness, has raised bumps, and they're only on the sides of her face. I'm thinking maybe she's having a reaction to the detergent I use to wash MY clothes...but it just showed up 2 days ago and she's 4 weeks old.

Here is a picture. It looks like this on both sides of her face.
