what am I doing wrong?

OK so LO has a tendency to fight sleep...every day.

He gets overly tired all the time. All day I've been trying to get him to go back to sleep. His eyes are red and hes yawning. I know he's tired. He sleeps for 15 minutes then wakes up screaming or whining. 

So, I just brought him to his crib and laid him down. He's currently been in there screaming for about 20 minutes. He's not hungry, he's been changed and burped, and when I hold him he's not satisfied. I don't know what I"m doing wrong, but I"m exhausted. Am I missing something? How can I prevent this little boy from being overly tired all the time. Is it wrong that I let him lay there and cry ? He hasn't reached the 3 month mark...seriously, help me, i'm pooped!
