Does your LO need to fuss to get to sleep?

I am trying to get DD to sleep in her own space (swing, crib, PnP...anywhere but on me) and am finding that she just needs to fuss and wimper before going to sleep. Does your LO do this? I just put her in her swing and holding her to sleep just wasn't an option at the time.  She fussed for a while then went to sleep.  Part of me feels bad, but I think that is just what she has to do to unwind.  Anyone else?
