Dry skin question

B has areas of dry, red and chapped skin, but only on her face.  Especially her cheeks and below her mouth. The rest of her skin is healthy. I've been putting aquaphor on her face, which helps, but shes not a fan of it and will wipe it off on her sleeve. I can't blame her, feels gross. Any suggestions on what else I can use on her face? Regular lotion isn't cutting it. I feel bad for her. I'm pushing the fluids but it doesn't make any difference besides making her wake up soaked overnight:(
