Suckling on nipples all night long and not eating

My LO is 3 weeks and 2 days old and last night he was up every hour.  He only want to suck on my nipples to pacifi himself because he didn't really eat and if he did eat it was only a snack, hence the waking every hour...I guess.  I tried giving him a pacifier but that didn't last long.  My milk supply is fine, in fact I had to pump this morning because he didn't empty either one of my breasts last night.  Anyone had this happen to them and do you have any advice???
