Why won't he fall asleep? Aarghhh!!!

My 7 week old will not fall asleep at night. He sleeps great once he's sleeping but getting him to fall asleep is not fun. We're trying to get him used to a schedule according to feedings & his last bottle is usually somewhere around 9pm& he falls asleep but keeps waking up. So far tonight we're on our 4th attempt....crying, falls asleep, put him down, lots of grunting & moving around then crying....and we start all over. Any suggestions on how to get him to fall asleep & stay sleeping?
