Red eyelids

LO's right eyelids (top and bottom) are red.  She doesn't seem bothered by it, but it looks like it would be sore or itchy or something.  The eye itself doesn't look red.  There's no discharge, except maybe some water (tears) leaking from the side every once in a while.  

She just started daycare Monday so I'm convinced it's something contagious she caught...pink eye or something!

I called the pedi and all they said was to rub from the inside of the eye to the outside with my thumb (clogged duct?) and if it doesn't get better call back. 

Anyone know if this sounds like a clogged tear duct or something else?  If it's a clogged tear duct how long until rubbing it will help?
