Dumb Question repost from Nov board

I have a one month old.  We are taking her to a Christmas Light display this weekend and it is going to be cold.  I have a Graco travel stroller.  Does she need to be in the car seat to be in the stroller, or can I have her in the stroller by itself with it laying down.  I think she would be warmer if I bundle her up in a bunting that we have (and I really do not want to adjust the straps in the car seat).  She will be able to see more if I don't have the car seat cover over.  Thanks in advance for your help.  As you probably already guess I am a first time mom.  (sorry about the italics, i don't know what I did)
