Dressing baby for bedtime

My husband and I seem to disagree on how to dress our 3 wk old for bedtime. We live in wisconsin but we keep the baby's room around 70. Sometimes I feel like a full pj outfit with foodies may not be enough if it's cotton, especially as we don't use blankets in the crib. What do you do? Do you put a onesie underneath? We've tried the sleep sack without arms (she hates being swaddled) but I wake her up if I try to put her in it after feeding and before putting her down. Help!
