NBR: Cooking Question

I'm making soup and it said to whisk flour and milk and then add it to the rest of the soup, then let it simmer for 5-8 minutes until it thickens. So I did that and let it stay on the stove for 16 minutes. I don't think its thickened though. I'm putting it in the crockpot for the rest of the day, think it will thicken up or is there anything else I can do?
