tummy time LO won't lift head !

Hey ladies I need some advise because it is driving me crazy. My LO will be 10 weeks on Friday. I put him on his tummy every day. Of course he doesn't like it. He won't lift his head much, just a little. He sucks on his hands and then gets mad after a while. I tried everything I put him on my belly, on a bobby pillow, put a mirror in front of him, played with noisy toys... What else can I do? Is there anybody who has the same issue? I am just worried. When I hold him he holds his head its still wabely but he can hold it. My Pediatrician said he should be able to lift his head completely when he is 4 month.
