Won't go down to sleep

I can get DS to fall asleep with little problem if he is in my arms, but when I try putting him in his PNP or his bassinet, he will wake up in 5-10 minutes and start to cry.  If I hold him, he will sleep for his normal 2 hour naps.  Any suggestions on how to get him to sleep without having to hold him?
