Umbilical Cord Question

Hello Ladies, I have a question about the umbilical cord question.  A week ago my LO's umbilical cord stump fell off but it appears that he still has dried brown/black pieces in his belly button.  I don't know if its safe to put him in his tub yet.  Right now I give him a sponge bath since I'm unsure if I can put him in water. 

Do you think its okay to give him a regular bath or should I wait until all the black stuff comes off?  He's almost 3 weeks old now.  TIA
