Baby Vick's on their feet?

Audrey woke up last night very congested, more so than usual.  I'm taking her to the pedi today for her reflux follow up and plan on asking him, but I'm wondering if the old Vick's on the feet trick worked for any of you.  Is she too young to try it?  And has anyone used the Vick's plug ins?  Stella has a runny nose and cough so I thought about picking one of those up for her room.  TIA!
