How would you try to stop a bad habit/repetitive behavior?

For quite some time now, Gavin has been picking at his lips. It started with him picking at a sucking callus on the top lip, but now he's picking both lips and making them sore. Aside from telling him to stop and offering him chapstick, we don't know what else to do. Any suggestions?
