When did/will you introduce time outs?

If you will at all? I was with a friend of mine who has a baby a month and a half younger than B (around 13 1/2 months) and she put her in time out for hitting her brother. The baby cried and screamed and she just held her there on the step for one minute. I think this is too early and it didn't change the baby's behavior at all. I don't think B would understand what I was doing. I just say "no" in a firm voice and redirect. Seems to work. But this got me thinking. When will you/did you introduce time outs?
