f/u to no shirt - shoes?

At what age do you consider shoes required for young children in public?  I personally think they are required when the child starts walking.

My daycare just notified me that it is no longer appropriate for my child to wear socks only. She is crawling and pulling up and shoes make her very clumsy. 

I've never even considered shoes before unless we are at a wedding or something semi fancy.  I guess my baby is growing up though. 

What's your opinion? At what point is bare feet or socks only not appropriate in public (think places like Target)?
