Switching to whole milk before a year?

DD has been on a nursing strike (or what I thought was a nursing strike) for about two weeks now.  It is getting really frustrating because my supply is dwindling and now when she does nurse she BARELY nurses and gets fed up because there's nothing much coming out.  She took formula on occasion but now she turns up her nose at that too.  I'm getting concerned about her not getting ANY milk and am thinking about trying whole milk.  On a side note: DS self-weaned at about 11 months and went straight to whole milk (having never had formula in his life he flat out refused) with our pedi's "blessing."  9 months seems a bit early though.  I plan on asking the pedi about DD and what she recommends but I was just curious if any other moms had the same issue and what ever came about?
