Dumb birthday cake/cupcake topper question

We're doing these toppers, but pink spots:

My question is, I'm having 48 cupcakes. Should I put one on each cupcake or spread it out a bit and only do it on 24? The cupcakes will be somewhat close together when displayed, so I was worried about it being "too much". WDYT?
