Who gives a baby (with no teeth) a corn chip?

Apparently, my BIL does.  To my baby.  He was over last weekend and I guess my DH handed my DS to BIL for a moment while he got something to eat.  And then BIL gave him the corn chip and he started choking.  DS is okay and I wasn't there to see it all but I am mad that he gave it to him.  This is the same BIL who let his 8 month old stick his hand in a burning candle to teach him that fire is hot.
