On an outfit like this.....do you shove the elastic leg up so that it looks kinda like a bubble dress? Or do you let it down so that it looks more like a shorts and top combo?

Here is Ellie is one, but her legs are so skinny it doesn't stay up. It doesn't really matter, but I was wondering what it was supposed to look like.
