Anyone familiar with medical law?

So DH's stepdad has been having chest pains for at least 3 days now.  He's uninsured but MIL finally convinced him to go to the ER on Thursday.  We have 2 hospitals here, so she took him to Hospital A.  They diagnosed him with emphysema, gave him appropriate meds, and sent him on his way.

FF to early this morning when he had a massive heart attack.  Ambulance took him to Hospital B.  Turns out he doesn't have emphysema at all, he's been having a heart attack for 3 days!  Hospital B basically called A a bunch of idiots for missing this (even after doing an EKG).  A even gave him an albuterol inhaler, which speeds up the heart!  

So.....where do we go from here?  Do you think MIL and SFIL should have to pay the bill at A?  Obviously they need to contact a lawyer soon.
