Birthday Parties-Times?

Are there any times that you would consider weird to have the party at? It seems like 2-4 is a pretty standard time, but T many times is napping at that time. Would it be weird to start her party at like 4:00? And do you think there needs to be an end time on the invites? She's a 4th of July baby and her we are going to do her party on the 4th again. It's at our house again and mostly immediate family that we are inviting and then only a couple super close friends (godparents, etc) so for us we don't care if people stay longer than 2-3 hours.
