1st Birthday Party ?'s

I can't believe I'm even starting to think about a 1st birthday party!  We're planning on something in our backyard- 30ish people.  Most of our friends/family do not have small kids.  Besides DS, there will be two 7yr olds, a 4 year old, a 1 year old, a 6 week old, and a 14 year old.  Do I have to plan activities for the kids?  If so, any suggestions?  Goodie bags?  DH suggested just buying sidewalk chalk or something for the little ones to take home.  We were thinking about having it around 3ish- dinner around 4:00.  DS goes to sleep really early though- usually in bed by 6:30-7.  I'm worried people will want to stick around much longer.  Is it rude to put a start/end time on the invitation?  Any suggestions on what worked out well for your parties?
