DD pushes on crotch and shaking?

Has anyone ever heard of a baby doing this? She keeps pushing objects (wood blocks, books, etc.) and pushing them into her crotch really hard and some times she'll shake like she's upset. She doesn't look irritated down there. I spoke to a nurse at our pediatrician and she didn't think it was anything worth coming in for and thought maybe she's just exploring but I'm not sold on that.
