Fever, swollen gums and cheek - is this teething

My baby has had a low-grade fever since Friday night. It came with no other symptoms like a runny nose, rash... what have you. Tempra and cool clothing seems to bring the fever down to normal. This morning he woke up with the fever again and once again I gave Tempra and it went down. 

I still see no other symptoms except that his gums are swollen and he is cutting two new teeth. Also one of his cheeks are slightly swollen and red. He is drooling like crazy, shoving his hands in his mouth and slightly irritable, but still quite active and in good spirits.  

I e-mailed my dr. to ask and awaiting his response. Any thoughts on whether this teething?
