What timeline for kids' b-day party?

What is a good timeline for a kids' party?

Went to a party a few weeks ago that started at 3pm, food at 4, it wasn't until 5:45 that they started the pinata/cake/presents/etc.  It was at the grandparents house with no toys, no games, nothing for the kids.  And they kept getting in trouble for running, playing, touching, etc.  It was pretty bad, Ty melted down when they finally did the pinata.  That time line was way too long, we were so uncomfortable.  But I also don't want to rush  it.  I am thinking everything within 2 hours should be long enough?
