Cupcake Toppers/Crafty Questions

I think we're going to do cupcakes for Juliana's birthday party so I wanted to do some cute cupcake toppers.  I would say that I'm pretty crafty but I'm not quite positive of how to get the look of some of the toppers, like these.  Here's my questions:

Do you order scalloped circles or use like a cricut to cut them?  I found some precut ones for $1.25 for 25...think that's an easier/cheaper way to go?

How do you design the smaller insert?  I know how to print pictures out (duh) but not how to set them up and make it looks cute with a picture and font like they have. 

Would you just do one scalloped piece of paper and 2 smaller circle inserts and put the stick in between the big and one of the smallers?
