Dog barking question

Question.  If you have a dog, what is the latest you would keep him outside if you know he barks at every single noise and thing that walks by?

Our next door neighbor lets his dog outside for quite a while every night.  He barks a lot, and it scares Rosie when she's trying to go to sleep (her noise machine can't cover the barking, it's too loud).  It's 9pm and he's out there barking, and I have heard him out there barking as late as 10:30pm.  Am I overreacting, or is that just too dang late?
