Question about pail liners...specifically Kissa's

Which side goes in? I have had one for awhile now and have been using it PUL layer on the inside. I bought a new one for laundry days and the packaging say 'fabric layer on inside,' which makes sense since the fabric layer looks like it should be the inside (the seams).

How can the PUL be antibacterial if the PUL doesn't touch the diapers?
