Overly sensitive LOs?

As a background, my DD has gross motor delays and just started to walk around 2. Her motor skills are getting stronger but she's so overly sensitive in some areas. She freaks out every morning when I put a shirt over her head, put her hair in a barrette, and if she slips or falls, its a major ordeal. I've has her tested for OT several times (she's not bothered by sounds, textures, etc). Her developmetntal dr thinks she's just overly sensitive. Is anyhone else's LO like this? I hope its something she'll outgrow. Thanks
