Diaper pail problems

I hope you ladies can help me with my diaper pail dilemma.  I know that any trashcan will work.  But I am looking for something that is easy for me to open yet more difficult for some other furrier members of my family!  We have a rotten, stinker of a Jack Russell mix puppy that LOVES trash cans.  Do you ladies think that a step trash can will work?  Any recommendations from other people with "curious" pups?  I don't want her in the trashcan because first of all, I don't want to clean up that mess and second, I don't want her getting a hold of a CD and chewing it up.  She really is a good dog, she just has a LOT of puppy still in her and I'd rather be safe than sorry!
