is this abnormal?

i have a 2 and half year old who will be 3 in july. She goes up to kids and sits next to them and copies whatever they are doing. She wants to play with them but doesnt know how to iniate it. Is this something children naturally know how to do? Or is a learned behavior? She is an only child right now....Just wondering if she should know what to do socially. We go to mommy and me classes at least 2-3 times a week. She will start camp when she is 3. no school yet...
