Does that typically mean the diaper is too big?

I'm using Best Bottoms snap covers with hemp inserts. Just wanted help with troubleshooting. Everytime I try a new CD, it leaks pee on me, so I know it's just a user error/learner's curve until I know how to get it fit just right. 

I already tried to snap it larger and that's definitely not the way to go because it was clearly too big and he leaked out of the leg gusset.
