foster to adopt...homestudy ?

we called about fostering to adopt classes which start in March. They were giving us information on the classes and said they do a homestudy. My question is what do they look for when they do this? We bought a house that hasn't been updated since the 70's. We took out all the carpet, but did not replace it w/ anything yet b/c we want to have the walls completed (take down paneling, put up trim, base boards). All the electric outlets have coverings on them. The biggest thing is having sub floor and not flooring for right now. Should we hold off until we have the house completely done or do any of you think this wouldn't be a problem?
