Help! Repelling issues with used CDs PIP

I am beginning to go through some of our diapers so I can get them put away. I have two used BG AIO, a thirsties fab fitted and two Swaddlebees AIOs that are repelling (at least that is what I think they are doing - PIP, when I slowly pour water on them, the water just beads and never is soaked up). So to fix this I can wash them with dawn soap and rinse until all the bubbles are gone... is that correct?
