GM snap rows?

All right, GM experts, what am I missing here? There are two row of GM snaps. How is the "inside" row supposed to work? (where the snappy part is on the inside of the diaper). Is this some sort of rise adjusting I'm just not understanding?

How DO you adjust the rise? Do you fold it down?
