Another clothing question - skirts

We have always bought DD skirts where it has built in shorts. However I noticed as we reached around size 4, some places didn't have the built-in shorts any more. Does this feature seem to disappear around this age? The skirts are pretty short and it's not like DD sits 'ladylike', especially when they always have to sit 'criss cross applesauce' at school

And if the skirts don't have the shorts built in, have you done anything about it? I was thinking of getting the short leggings (like the ones that go to right under the knee), but then I worry about DD having to fuss too much with layers when she goes to the bathroom.
