Shower Favors advice

After much discussion and almost cancelling the shower altogether, DH's aunt and I have finally agreed on everything from decorations to location. The shower is going to be held at a pavilion on the beach, with a surf theme, and couples are invited. It'll be very casual, we're going to grill burgers and hot dogs, serve beer, and punch with little umbrellas in the cups, give everyone leis, play reggae-style music, etc.

The only thing left to do is decide on what we'll give the guests as favors. We're on a bit of a budget, and I'd like to continue with the surf/beach/luau theme in the favors if possible. We live right by the beach (and so do nearly all of our guests), so the ideas DH's aunt and Google have come up with (such as "Beach in a Bottle") are not useful nor meaningful.

 Does anyone have ideas for favors for a budget, co-ed, beach-themed shower?
