gained too much

I think I gained too much but I'm not sure what to do about it now.  I'm up 15lbs since I found out I was pregnant and there is a definite layer of flab over my bump right now.  I want to start working out but I get short of breath just going upstairs and I'm afraid to cut back food wise.  it seems to just be my middle which is where I normally gain.  should I start working out or just wait until after the baby is here? anyone else having the same issue?  nobody seems to notice the chubbiness but me, and people at work keep telling me how small I look for how far along I am but they said the same thing type of things before I lost 20lbs last year too so I think they are just being nice.
